RMG export growth in US highest among competing countries

After a short spell of stagnation due to global recession, Bangladesh’s exports of RMG products is surging again to the US market, reports UNB.

More important, Bangladesh is outpacing all competing countries as far as RMG export to the US is concerned.

According to the Commerce Wing report of Bangladesh Embassy in Washington DC, Bangladesh exported $409 million worth of RMG products in August 2010 while the same amount in August 2009 was only $289 million, marking a spectacular 41.5 per cent growth.Compared to the Bangladesh’s monthly August, 2010 growth of 41.5 per cent, exports from China grew by 28.81 per cent, Vietnam by 24.59 per cent, Indonesia by 23.84 per cent, India by 13.12 per cent and Cambodia by 27.38 per cent, as per data released by US International Trade Commission (USITC).

Bangladesh is currently the 4th largest apparel exporting country to the US market, trailing behind only China, Vietnam and Indonesia. Not long ago, Mexico’s apparel exports was significantly higher than of Bangladesh which is reversed in the recent months.

The rising production cost of making apparels in the competing countries and also recent tug of war between US and China over undervalued currency, along with other factors, are contributing to higher level of sourcing by the US based importers from Bangladesh.

Vietnam rakes in 9.2 bln USD from garment, textile export in first 10 months

Vietnam brought in 9.2 billion U.S. dollars from garment and textile export in the first 10 months of this year, up 23 percent year on year, said a report of the General Statistics Office on Friday.

The country's sales of garment and textile to the world markets in October alone reached 1.1 billion U.S. dollars, said the office.

Under the progress, Vietnam's textile and garment exports is estimated to earn 11 billion U.S dollars by the end of this year, surpassing the set target by 500 million U.S dollars.

Major markets for Vietnam's garment and textile products include the United States, the European Union, Japan, and Russia from January to October.

The United States continued to be the biggest market, accounting for about 50 percent of Vietnam's textile and garment export value.

According to Vietnam Textile and Apparel Association (VITAS), many Italian companies want to invest in Vietnam's weaving and dyeing sectors, which could create new opportunities for Vietnamese companies to broaden export markets in the future.

Vietnam is set to earn 19 billion U.S dollars from exporting textile and garment in the year 2020, according to VITAS.

Last year, Vietnam raked in 9.1 billion U.S. dollars from garment and textile exports, according to the office. (PNA/Xinhua) LOR/ebp

Foreign Investment Agency (FIA) saw rising export amid growing imports

Between January and December 20, 2010 the sector reaped $33.88 billion ($38.82 billion including crude oil), a 40 per cent hike against 2009’s figure and double the domestic sector’s 20 per cent growth in export
value, according to the Ministry of Planning and Investment’s Foreign Investment Agency (FIA).


Deputy minister of Industry and Trade (MoIT) Nguyen Thanh Bien attributed the leap to a growing presence of hi-tech products from foreign invested enterprises in Vietnam’s export structure. “In 2010, Samsung Electronic Vietnam contributed more than $1 billion to the country’s export value after more than a year of operation. Also in that year, Intel Vietnam, after launching its $1 billion chip plant in the Ho Chi Minh City Hi-Tech Park, exported first shipments worth several hundred million dollars,” Bien said.


The sector currently contributes 47 per cent of Vietnam’s total export value. Besides a sharp rise in the export value, the foreign-invested sector also witnessed nearly 40 per cent jump in the import
value which stood at $36.4 billion in 2010 against $26.06 billion in 2009, according to the FIA.


The MoIT analyses showed that imported raw materials for export production made up half of the sector’s total imports. Samsung Vina general director Park Je Hyoung said around 90 per cent of materials in producing made-in-Vietnam Samsung-branded mobiles were imported, mostly from China.


Analysts had attributed poorly performed local supporting industries to rising import value of foreign invested sector. Over 67 per cent of Japanese businesses operating in Vietnam said failure in sourcing production
materials from local businesses had impeded their activities amid escalating import expenses.

However, there was an argument that booming property, services and retail developments in recent years had lured in FDI from processing and manufacturing sectors.At the same time, the application of the import tariff reduction roadmap under Vietnam’s World Trade Organization commitments had made retail and distribution more appealing to investors than manufacturing.

Phenomenal Fabric – How Can A Cloth Clean Up Toxic Waste?

Ordinary-looking fabric can be used to filter out and destroy incredibly toxic materials, even when they're only present in tiny amounts, according to new research at the University of Abertay Dundee.

The research team found that activated carbon cloth – which was originally developed at the Porton Down military research facility – can be used to create extremely reactive chemicals called hydroxyl radicals. These are so unstable they instantly react with any pollutants, even at tiny concentrations of just a few parts per million.

This inexpensive material could be used on a small-scale in hospitals to filter out waste, or on a massive industrial scale to remove hard-to-detect chemicals that kill essential bacteria in our water system and risk human health.

Professor David Bremner, Chair of Applied Environmental Science at Abertay University, said: "There's been a lot of research into how activated carbon in powder or grain form can be used, but what we found is that using it as a fabric has a number of real advantages.

"There are many applications – from a hospital to an industrial chemical plant – where activated carbon cloth could be used to make incredibly sensitive filters, removing dangerous or unpleasant molecules even at very low concentrations.

"We also discovered that using activated carbon cloth in conjunction with the gas ozone (O3) removes even more potentially dangerous organic content. This really is a step forward for the safety of waste treatment, and we're now working on developing more practical applications for this fascinating fabric."

The initial work was carried out as a knowledge-transfer partnership (KTP) with Carbon Filter Technology, a Kirriemuir-based company which produces different versions of the material which may be used for medical clean rooms, air and water filtration, and highly advanced wound dressings.

Company Director Ian Johnson explained the science behind the research: "Activated carbon cloth can effectively remove contaminants from the air, gas or liquids such as waste water.

"The fabric has countless tiny pores which adsorb the organic molecules onto the surface via weak Van der Waals forces. The pollutants then react with the oxidant (ozone) on the surface of the carbon cloth, converting them into smaller molecules or even carbon dioxide and water. The carbon cloth is really acting as a catalyst, promoting the decomposition of the pollutants."

He added: "The applications we're developing with Abertay University are very exciting, and it's great to be involved with a university that prides itself on working directly with businesses in real-world, applied settings. Hospital patients and industrial companies could both really benefit from this important research."

The original work on activated carbon cloth at Porton Down in the 1980s was focussed on developing a material that could protect soldiers from chemical attacks. Today one of the more recognisable uses for the fabric is the inside of chemical, biological and radiological warfare (CBR) suits for the military.

Some of the other problems that could be solved using this technology include removing drugs like antibiotics from waste before they enter the sewage system, removing unpleasant odours from ostomy bags in hospitals and care homes, or for use as highly absorbent material to protect sensitive equipment.

The research was recently published in the Water Science & Technology journal.

Pakistan has regained trade relief from the EU, whereby certain textile items would enjoy duty-free access in the EU nations for next three years.

Pakistan’s textile exports are expected to witness a rise of three billion dollars in near future, as United States and , waive the trade restrictions imposed on Pakistan, the industry sources revealed. As the EU granted duty-free access for Pakistani textile goods in 2003, there has been a remarkable rise in Pakistan’s textile exports since then, and the same was recorded at $ 10.3 billion by close of June, this year.

Now, once again Pakistan has regained trade relief from the EU, whereby certain textile items would enjoy duty-free access in the EU nations for next three years, as it will come into effect from January 1, 2011. But a lot depends upon the action which WTO might take with regard to this duty waiver issued by the EU.

Pakistan, being a beneficiary of the US Generalized System of Preferences program, presently enjoys zero-duty status on around $200 million worth of its exports, but textile products are excluded from this.

As stated by the industry sources, the US penalized the Pakistani exports with a duty of $315 million, last year, which came to around 10 percent of the total value of those exports. As textile goods are subjected to heavy duty, Pakistan has to pay unequal duties compared to other diversified countries.

All Pakistan Textile Mills Association (Aptma) management has been convincing the US authorities at every level for granting the Pakistani textile exports with as many duty concessions as possible. The association leadership has also criticized the slow progress in the US Senate on the passage of law on the setting up of Reconstruction of Opportunity Zones (ROZs). The Aptma management has further claimed that in spite of the lead taken by Pakistan in the fight against terrorism, the US has not yet responded to the country’s textile sector in an apt manner.

India-the government to limit the export of raw cotton to 5.5 million bales, during the cotton season 2010-11.

The Directorate General of Foreign Trade (DGFT) through a notification has announced that it will start registering contracts for cotton exports between December 31, 2010 and January 6, 2011, for the unequipped quantity of 5.5 million cotton bales, which could not be exported by December 15, 2010.

In October, the government had granted permission to export 5.5 million bales (1 bale= 170 kg) of raw cotton and appointed the Textile Commissioners Office as the authority to register the export contracts. Along with which it had also set a deadline of December 15, 2010 to ship these 5.5 million bales.

DGFT is collecting the data for cotton bales shipped between November 1 and December 15 and allocation will made for the balance quantity keeping in view the decision of the government to limit the export of raw cotton to 5.5 million bales, during the cotton season 2010-11.

Allocation will be done on a pro-rata basis with a ceiling of 100,000 bales and floor of 500 bales per IEC. Secondly, exporters who did not export full quantity for which registration certificate was obtained by them from Textile Commissioner, Mumbai in October, 2010, would be dis-incentive's by reduction of their pro-rate quantity by the percentage of such default.

As per sources from the Textile Commissioners Office, around 3.4 million bales have been shipped till December 15.

The Man-Made Fibre (MMF) textiles exports hit by rise in raw materials

The Man-Made Fibre (MMF) exports is likely to fall short by 300 million from the 3.7 billion target set by the government due to rise in raw material prices, industry body today said.

"The prices of raw materials like fibre and yarn have gone up by around 40 per cent, which has affected the exports in the first two quarters of this fiscal," The Synthetic and Rayon Textiles Export Promotion Council Chairman Vinod K Ladia told reporters here.

The $3.7 billion export target set by the Centre for fiscal 2010-11 is not possible to achieve, Ladia said. "In fact, looking at the current pace we expect a shortfall of $300 million for the target," he said.

The MMF exports declined by a per cent to Rs 3,852 crore during the April-June period against Rs 3,898 crore in the same quarter last year. In the second quarter the exports saw a dip of 20 per cent at Rs 3,464 crore compared to Rs 4,910 crore in Q2 of FY 10.

"We expect 27-28 per cent decline in MMF exports during this fiscal," he added.

Ladia further said, if this situation continuous and drastic measures are not taken, it will be impossible to achieve the government's ambitious target to export $7 billion by 2013-14.

"To stop this volatility in prices of raw materials, the Centre should make the imports duty free or regulate the prices like done in other sectors," he said.

Dubai followed by Turkey, Pakistan and Afghanistan are the major export destinations for India's MMF textiles.

India extends anti-dumping duties on nylon filament yarn

Indian Ministry of Commerce has decided to extend anti-dumping duties on nylon filament yarn imported from China, Taiwan, Malaysia, Indonesia, Thailand and South Korea.

Among the different rates, the tax rate imposed against Chinese companies is INR 63 / kg. The antidumping duties will remain in force till August 2011.

Coated Fabrics- The High Value Specialty Fabrics

In this age of specialty based environment, everything connected to highly technical man needs to be special. Fabrics are no exception. Many types of specialty fabrics go to serve the cause of consumer, industrial, medical, and military applications. Coated fabric is one such specialty fabric which has been there for a long time and is being refined with the time.


Coated Fabric

Any woven or a non-woven fabric, when coated with something like plastic resin, rubber, elastomers, fluoropolymer such as PTFE or Teflon, can be called a coated fabric. As common a thing as canvas- wax coated cotton fabrics - is in fact a coated fabric. We may realize or not, coated fabrics are everywhere nowadays- from projection screens to window shade fabrics, from artist’s canvas to custom laminated fabric, from ground sheets to truck tarpaulins-all of them are coated fabrics.

Materials Used for Coating Fabrics

There are many coating formulations that are used for coating a fabric to make it suitable for a specific purpose.

    * PVC (Polyvinyl Chloride)- PVC bags, rubber bath mat are made of them
    * PE and other Poly olefins,
    * PU (Polyurethane), such as PU coated leather
    * Acrylics
    * Rubber (natural or synthetic)
    * Waxes

Coating is done to give specialized characteristics to a fabric such as to make them water repellent fabrics. A wide range of properties like water resistance, fire retardance, UV resistance, flexibility, surface gloss, surface texture, etc. can be given to a coated fabric through proper application of specific chemical and additive mix and compounds on the fabric substrate.

Types of Coated Fabrics

Coated fabrics are mainly used for making protective clothing.

PVC coated fabrics: The PVC (Polyvinyl chloride) or polymer-coated fabrics are mainly used to make waterproof garments such as PVC rainwear. They are also used for making chemical protective clothing as well as industrial clothing that is oil and grease resistant.

Teflon coated fabrics: These coated fabrics are very strong and are used to make gaskets and seals in the automotive industry as well as conveyor belts for use in various industries.

Rubber coated fabric: They are used to make water resistant items such as bags and luggage bags. It is also used for heat curtains.

Vinyl coated fabrics: They are used to make water and mildew proof fabrics required for outdoor applications, such as for tents and tarpaulins.

TPO coated fabrics:
Thermoplastic Polyolefin (TPO) is usually coated on polypropylene fabric (PP). These fabrics are used to make ground sheets, field covers, roofing membranes, sporting tents, light weight sport field covers, agriculture coverings, truck tarpaulins etc.

Accra mayor to crack down on textiles pirates

The Accra Metropolitan Chief Executive, Dr Alfred Okoe Vanderpuije, on Tuesday warned traders to desist from selling or displaying pirated Ghanaians textiles on the market.



He asked the public to report importers and distributors of pirated textiles to the AMA and or the Ministry of Trade and Industry.

“If we do not intervene, our textile industry would continuously be affected and employment in Ghana would suffer,” he added.

Dr Vanderpuije gave the warning at a forum to sensitise traders to directives on the seizure and disposal of pirated Ghanaian textile designs in Accra.

The forum was attended by textile manufactures, importers, distributors and members of Textile Garment and Leather Employees Union.

Dr Vanderpuije noted that the textile industry, which was at the peak of its glory, was employing over 30,000 workers and it involved more than 50,000 distributors.

However, the Accra Mayor noted that the influx of the pirated textiles had thrown many out of jobs, but stressed the need to protect “modern easy money making and shameful acts against the industry.”

He said pirating of designs had become so rampant to the extent that some traders boldly displayed both the imported pirated and original textiles made in Ghana and recommended, which should be patronised by consumers.

“By this singular act, those involved have brought shame not only unto themselves but to Ghana as a whole,” he added.

The forum was to address pirating textile, however, Dr Vanderpuije admonished all dealers in counterfeited goods such as electrical cables, electronic gadgets and other items to stop this practice.

He said government was not permitted under the World Trade Organization (WTO) agreement to allow such goods to be imported into the country adding, “not only would it be illegal but amounted to government shooting itself in the foot”.

"It is our expectation that Ghanaians would fully support our endeavour to create a level playing field for both foreigners and Ghanaians to operate without any interference," he added.

Dr Vanderpuije said government would support cotton farmers to produce enough raw materials to feed local manufacturers to ensure competitive textile industry.

He urged stakeholders to ensure that legitimate business occurred at all times to enjoy lawful means of revenue and livelihood.

Mr Appiah Doryinah, Acting Director of Import and Export, Ministry of Trade and Industry, entreated stakeholders not only to eschew selling pirated textile products, but they should report importers and distributors to AMA and the Ministry.

The Indian Textile Industry

The Indian textile industry is one of the leading textile industries in the world. Though it used to come under unorganized sector few years back, the scenario changed dramatically after the economic liberalization of the Indian economy. The textile sector continued to be one of the major contributors to the Turkish economy, being one of the fastest growing sectors in the 1990s with an average 12.2% annual growth, while the Turkish economy had an average growth of 5.2% per year. Total investment in the sector exceeded US$ 150 billion, of which more than US$ 50 billion was invested in the last 5-10 years.

Textile industry started out in the 1960s in small workshops, have rapidly developed and transformed Turkey into a global competitor.

Official statistics also reveals that around 500,000 employees in the sector due to unregistered labor force.

The apparel sector exports approximately 60% of its production. Capacity utilization rates are approximately 75% especially among exporting manufacturers.

Turkey ranks also among the top ten global producers of wool cloth, carpets, synthetic filament and fiber, polyester and polyamide filament. While Europe’s 3rd largest polyester producer is a Turkish-US joint venture, Turkey’s synthetics production mounts to 15% of Western Europe’s capacity.

Economic Contribution

Turkey ranks 2nd in apparel and textile imports to the EU having an 8.2% and 4.8% share in the EU’s total textile and apparel imports respectively as of 2003.

Export scenario


Textile and apparel exports increased by 14.6% on average per year during 1980-2003. Especially until the second half of 1990s, the sector’s exports increased at a rate above the increase in total exports of Turkey as well as the increase in global textile and apparel exports. In 2003, the sector’s exports totaled US$ 15.1 billion, having a share of 32.6% of the total exports. Exports rose to 23% in 2003, terms of value to 2002. The increasing share of apparels in exports since 1986 signifies the efforts to produce more value added products.

After the EU, the USA is a big and impending market. Turkey is the 19th apparel supplier and ninth textile supplier of USA with a 1.9% and 2.9% share respectively. Cotton market

Turkey is a very important cotton country, which is an advantage in raw materials, for the clothing industry. Turkey is a traditional cotton producer and uses this advantage in the textile and apparel sector. Turkey ranks 1st in Europe and 6th in the world cotton production with an average production of 800,000-900,000 tons per

year. Moreover, with the completion of irrigation projects within Southeastern Anatolian Project (GAP), Turkey’s most comprehensive development program, current cotton production is expected to double by the year 2005.

During 2003-04 season Turkey produced 893,000 tons of cotton. About 30% of the cotton production is high quality long staple cotton and the rest is of medium quality. The cotton industry provides a competitive edge to the textiles industry, which utilizes cotton as its essential raw material.

Cotton Market Trends


Main destinations for cotton yarn exports are Italy, Portugal, Greece and Belgium and for cotton fabric the UK, Italy, USA and Belgium. Whilst Turkey used to be a net exporter of cotton, the trade balance reversed in 1992 and since then Turkey has been a net importer of cotton since domestic demand has persistently exceeded available stocks. Beside cotton, Turkey has a strong standing in synthetic fiber, wool and mohair productions. Turkey ranks ninth in synthetic fiber, eighth in wool and third in mohair production in the world.

Home Textile Industry

Besides the Turkish textile industry Turkish home textile industry has also shown a growth in terms of production and exports. In recent years the production of home textiles has shown a stable increase due to the rise in domestic and external demand for home textiles. Turkish home textile industry has recorded growth in terms of production and exports in recent years. Almost all kinds of home textiles are produced in Turkey. These may be listed as follows in order of their export values: bed linens, bedspreads, table linens, towels, bathrobes, voiles, curtains, lace, interior blinds, curtain or bed valances, blankets, cushions, pillows, quilts, eiderdowns.

In home textile sector, besides large scale firms there are many small and medium sized firms scattered all around the country. To lend textiles a thrust, Buddha wants more private investment

West Bengal needs an efficient market mechanism in vegetables and supports the World Trade Organisation (WTO) in its steps to free global textiles trade as the state’s moribund textiles industry stands to gain, chief minister Buddhadeb Bhattacharjee said on Monday.

Bhattacharjee was in full flow as he outlined his government’s stand on issues close to his reforms agenda before members of Bengal National Chamber of Commerce and Industry (BNCCI).
His praise for the WTO contrasts sharply with the official stated position of his CPI(M) party that the world body is to blame for globalisation and all its “ills.” In fact, at about the same time, the Students Federation of India (SFI), the CPI(M)’s students wing, was holding street corner meetings blasting the WTO.
While continuing to oppose foreign direct investment (FDI) in retail, Bhattacharjee stressed that Indian entrepreneurs would have to take up the challenge of creating efficient and modern field-to-market supply chains...

Egypt's wealthiest family loses ground in Arab Business rich list

The Sawiris, Egypt's biggest business family, have declined in rankings on Arab Business magazine's annual list of the Arab world's wealthiest. The Heikel brothers make their first-ever entry

he Sawiris, Egypt's biggest business family, have declined in rankings on Arab Business magazine's annual list of the Arab world's wealthiest, falling from the 24th place in 2009, to the 28th in 2010.
Though the family's fortune has slightly increased, rising from $3.3 billion in 2009 to $3.5 billion in 2010, their position in the list has declined, partly due to the increase in the overall wealth of Arab tycoons, with Prince Alwaleed bin Talal, this year's richest man, adding more than $2 billion to his own wealth, which grew from $18 billion to $20.4 billion in 2010.
The world's 50 richest Arabs are worth a total of just over $245 billion, an 18 per cent increase to last year's figures, the magazine revealed in its 2010 Arabian Business Rich List.
This year's Rich List has seen a record 24 new players, with the entry bar raised from $1.5 billion in 2009 to $1.7billion this year.
Of those 24, Saudi Arabia’s Bugshan family was the highest-ranked, seizing the eighth place with a total of $7 billion.

The second-highest ranked newcomer was the Al Juffali family – also from Saudi Arabia – which has built one of the biggest industrial conglomerates in the region. The family took up the creditable 11th place, after an exceptional year.
Other new entries included Tarek Abdulla Al Qahtani, the Naghi Family, Abdullah Al Rushaid and Qatari business magnate Omar Hamad Almana.
Elsewhere in the Arab world, Syria’s biggest Formula One fan Mansour Ojjey made it to 42nd place, while Lebanon's diamond supremo Robert Mouawad came in at 43. Both men are on the list for the first time.
Another new entry came in the form of Egypt’s Heikal brothers. Ahmed and Hassan Heikal came in at 48th and 49th with an estimated wealth of $1.7 billion each. They are the sons of Hassanein Heikal, the Nasserist political writer.
Ahmad is the chairman of Citadel, a leading private equity company in the Middle East, while Hassan is the vice chairman and CEO of EFG Hermes, the biggest investment bank in Egypt.
Another Egyptian, Shafiq Gabr, a big car trader, made the list right above them, with a $2.1 billion.

GERMANY: Scientists develop textiles that screen out radiation

Scientists in Germany have developed what they claim to be the world's first fabrics which effectively screen out both electromagnetic (EM) and infrared (IR) radiation and have wide-ranging uses, especially in protective and military clothing.
Until now, textile materials have only offered a choice of protection, either from the so-called “electrosmog” caused by electrical devices, or from thermal radiation, for example from sources of fire or intensive solar radiation.
But now researchers at the Hohenstein Institute, in partnership with the ITCF Denkendorf, have given artificial fibres a screening effect either by incorporating or coating them with indium tin oxide (ITO), a transparent oxide compound which is also used in the touchscreens of smart phones.
In tests, the textile treatment proved to be resistant to washing, abrasion and weathering. Also, the treatment is not biologically harmful, and the garments remained comfortable to wear.
“These novel materials are not only extremely effective at screening radiation but they also conduct electricity so they are anti-static,” explains project leader Dr Edith Claßen. “This makes them ideal for use in Personal Protection Equipment (PPE) for firemen, workers in foundries and welding workshops, in the semiconductor industry or for maintenance staff working on telecommunications systems.”
The multifunctional materials may well also be of interest to the military: if used for uniforms, they make the wearer “invisible” to infrared cameras and at the same time they give protection from electromagnetic radiation.

Al Arafa Investments net income more than doubles

Egypt's oldest-traded textile company, Al Arafa Investments & consulting, more than doubled its profits, citing improved market conditions




Al Arafa Investments & Consulting, Egypt’s oldest publicly traded textile company, released its nine months profit numbers, which have more than doubled.
Al Arafa attributed the increase in profits to an improvement in market conditions, especially in the U.S, according to Bloomberg.
It is one of several Egyptian companies which export ready-made garments to the USA with zero tariffs. They do so under the Qualified Industrial Zones (QIZ) agreement, which stipulates that, in order to avoid tariffs, a certain percentage of the components used in their goods must be Israeli.
The Cairo-based company's net income after minority interest reached $19.1 million in the period of Feb. 1 - Oct. 31, up from $6.7 million the previous year, while its sales rose to $201.1 million, according to an emailed statement sent by the company today.
Shares of Al Arafa went up by 1.6 percent, reaching 65 cents as of 1:55 p.m., Cairo.
The company is currently valued at $169.8 million.

Integrated textile parks to fetch Rs 37 billion export revenue

Union Minister for Textiles, Dayanidhi Maran, while speaking at the inaugural ceremony of the Madurai integrated textile park at Thathampatti near Chennai, recently stated that the eight textile parks (ITPs) intended to be set up in the state of Tamil Nadu at a cost of Rs 21 billion, are expected to generate export revenues worth Rs 37 billion.

He further stated that, the eight ITPs planned to be established in Tamil Nadu, represented just 20 percent of the total 40 integrated textile parks that the Centre proposed to establish across the country. Through the establishment of these ITPs, job opportunities would be created for around 80,000 people, the Minister said.

As the first 15 units of the recently inaugurated Madurai ITP set up with a cost of one billion rupees, went operational, they generated export revenues worth Rs 750 million, he said. He also added that the park is likely to draw a further investment of three billion rupees, while its exports are likely to grow up to five billion rupees and would provide employment to 7,000 workers.

The Minister further stated that, as the state government has a good accord with the central government, more such development projects are likely to flow into the state.

He also revealed that, the central government proposed to establish two large-sized handloom clusters in the country, of which the foundation for the Virudhunagar cluster has already been laid and work has also commenced there. All this became possible because the state government was very much eager to implement the Centre-aided programmes.

The DMK government has kept all its promises that it had made prior to the elections. Further, Rita Menon – Secretary, Ministry of Textiles, said that weaving and garments would remain to be the main focus of these ITPs.

The world of filtration came to Philadelphia earlier this month as crowded aisles and standing-room-only conference sessions combined to make the Filtration 2010 International Conference and Exposition the largest and most important filtration industry event in the world.

World’s First Textile & Garment Service Standards are Implemented in Southeast Asia

The Association of Southeast Asian Nations (ASEAN) region has implemented the world’s first textile and garment industry service standards to ensure that regional suppliers are providing the best service and highest-quality clothing in an increasingly competitive environment.


Compliance with the standards will form the basis for membership in the Source ASEAN Full Service Alliance (SAFSA), which creates “virtual vertical factories” (VVFs) to cater to international garment buyers. The ASEAN Federation of Textile Industries (AFTEX) and SGS, the world’s largest independent inspection, verification, testing and certification company company, will review 19 new SAFSA Quality Service Standards (QSS) to ensure that VVFs are producing superior-quality garments.

“This is an important step for the SAFSA program. Audited minimum standards will lend credibility and help position ASEAN as a leader in full-service.” – Expressed by Mr. Van Sou Ieng, Chairman, AFTEX.

SAFSA is based on the premise that garment factories must offer retailers and importers integrated services – including fabric sourcing, pattern making, sample making, and logistics – in addition to the manufacture of garments. All these services are available within ASEAN, but they are seldom integrated in a single company or country. The VVF concept offers the combined services of textile mills and garment factories to provide a full range of services to customers.

“The SAFSA Quality Service Standards are the first to be established for the textile and apparel sector anywhere.” Denoted by Mr. Spencer Yeung, Vice President of Global Softlines and Managing Director of SGS Hong Kong, SGS Group.

The ASEAN Competitiveness Enhancement (ACE) project, managed by Nathan Associates under a contract with the United States Agency for International Development (USAID), developed the quality standards program in consultation with international buyers and ASEAN suppliers.

During its inaugural meeting last December in Thailand, the SAFSA Executive Committee adopted the 19 SAFSA standards. The ACE project subsequently brokered an agreement between AFTEX and the Hong Kong-based subsidiary of SGS Group to create a regional SAFSA QSS certification program.

SGS’s audit checklist is based on the SAFSA Services Manual developed by ACE to help prospective SAFSA VVFs prepare for an audit. The manual details the standards, which run from a textile mill being able to interact with designers to a garment factory being able to provide export credits.

The ACE project has been working with AFTEX since 2010 to enhance the competitiveness and integration of ASEAN’s textile and apparel supply chain, one of the priority sectors in the ASEAN Economic Community Blueprint.
